王敏，北京大学国家发展研究院副教授（长聘）；《经济学（季刊）》副主编；北大环境与能源经济研究中心副主任。浙江大学农业经济与管理系学士、硕士，2010年于爱荷华州立大学经济系获得经济学博士。2011年1月至6月在密歇根州立大学环境科学和政策中心博士后工作站工作。研究领域：环境与资源经济学、能源经济学、公共政策、经济发展。

报告摘要：

This paper provides a comprehensive investigation on the extensive margin effects of place-based environmental regulations on firms. Using Firm Registration Database, an administrative dataset in China, we employ triple-differences estimators to investigate extensive margin effects of a historic command-and-control air pollution regulation on entrants, incumbents and the industry. The paper shows that the environmental regulation deters the firm entry and specifically on the large, long-term, private entrants and those invested by shareholders from non-regulated regions. It is also shown that the environmental regulation increases the firm exit rate, but on small and long-term incumbents. In response to the regulation, incumbents in pollution-intensive industries re-optimize their production via inter-regional and inter-industry investment by increasing the equity investment in polluting and non-polluting industries respectively in the non-local and local areas. The paper produces a policy-relevant implication about how firms respond to environmental regulations via the extensive margin effect.
